Prior to her time at MSB, Marla served as a SHARS clerk for Humble ISD. She is excited to be on the opposite side of the coin and to be directly serving the providers who impact students’ lives on a daily basis. Marla enjoys a night in watching the Food Network, spending time with her three children, and serving as the Children’s Ministry Director at her church. Brenda Oates

Brenda most recently served as the Executive Director of Special Education for North East ISD in San Antonio. Prior, she was the Director of Special Education at LaVernia ISD and in various roles previously at Windham School District, Huntsville ISD, and Conroe ISD. She has always proven to be an advocate for the Special Education community and for the SHARS program.<br><br> In the Spring of 2023, during the 88th Legislative session, Brenda testified in favor of House Bill 1238, written by Representative VanDeaver in order to support the creation of a SHARS Advisory Committee that would take into consideration the impact on school districts when implementing new SHARS policies.<br><br> Brenda has a B.S in Agricultural Business/Secondary Education and a M.ED in Education Leadership, both from Sam Houston State University (SHSU). She has served as an Educational Diagnostician, has her Superintendent's Certification, and has used her numerous experiences in varied roles as a dutiful servant to public education. Brenda stated that, "Growing up I was very involved in leadership development through the FFA organization. As I began my education at Sam Houston State University I found opportunities to continue that development...this helped further cement my belief in the SHSU motto, which is, 'A measure of a life is its service.'"<br><br> After 30 years in public education, Brenda will be serving as the Director of Field Operations with MSB. This role serves the purpose of maintaining and progressing the strength of consultation that MSB provides to districts with the ultimate goal of ensuring compliance and yielding maximization of SHARS reimbursement.<br><br> When asked why she chose MSB and why this role were the next step in her career, Brenda shared, "I have experienced first-hand MSB's commitment to service and could not imagine a better organization to join in this season of my professional career as I continue to support and serve our public schools."<br><br> Brenda and her husband, Chris, live on a ranch in the Abilene area where they are cultivating their dream property. Her son Garrett is graduating from SHSU in December (Agricultural Engineering Technology) and her daughter Delaney is a Junior at Texas A&M University San Antonio with a Major in Biology/Ecology/Chemistry.

Meredith served 21 years in public education, all of which was dedicated to serving students receiving special education services. She utilized X logs for SPED documentation as a classroom teacher, campus administrator, and district supervisor. She was such a fan that when she became the Executive Director for Montgomery ISD, she brought MSB with her. Meredith is honored to be a part of the MSB team, knowing how much dedication and support goes into supporting school districts and their students. As a Program Specialist for MSB, she is able to connect with district stakeholders to set goals, collaborate consistently, and communicate progress on district goals to ensure their special education documentation remains compliant and valid while maximizing reimbursement through the SHARS program. One of her favorite projects has been strategic planning and strategizing with Ector County ISD to implement systems that capture parental consent to prevent billing blocks. Through 26 workshops and 7 virtual office hour settings, she has collaborated to support and train over 247 providers with their SPED documentation in X Logs in one school year in Ector County ISD in order to hit their goals of consistent communication and provider participation.

Witnessing the growth of her students and the impact of her teaching left her fulfilled, but she yearned for a new adventure and a change in career path.<br><br> Emily's transition to MSB allowed her to pursue a new challenge while maintaining her commitment to supporting teachers and students alike. She takes pride in her ability to cultivate robust and enduring relationships with the districts she serves and is unwavering in her commitment to helping them optimize their billing.<br><br> Outside of work, Emily enjoys a variety of hobbies, including painting, crocheting, gardening, and spending quality time with her beloved puppy, Jupiter.

Tabbatha Callaway, nominated for Austin Business Journal’s CEO of the year in 2022, is one of the nation’s leading Medicaid SBS experts. Her expertise in this industry includes the ability to analyze and interpret policy, an extensive knowledge of each Medicaid programmatic component, experience in multiple Medicaid billing methodologies, and the thorough attention to detail that is required to successfully disseminate accurate and digestible partnerships between LEAs, state agencies, and billing vendors. She currently serves as the CEO at MSB School Services, serving over 600 LEAs in both Texas and New Hampshire with the goal of maximizing reimbursement through adherence to policy and a depth of understanding how to be compliant. Tabbatha Callaway was hired as the first employee for MSB School Services in the state of Texas 18 years ago and has influenced the direction of the Medicaid to Schools program, both in Texas and nationally, through her deep understanding of the federal intent of the program and her proclivity in creating operational excellence with its implementation. She has worked in 8 different states (Texas, New Hampshire, Vermont, California, Colorado, Massachusetts, Ohio, Illinois) with both the cost accounting and the fee-for-service methodologies.
